Small hydropower plant can be built in remote mountainous area, minority area and mine area where  has vast land and less population, lower load, undeveloped transportation so that big electricity grid can not be available and long distance power transmission is not feasible. However, as small hydropower plant can be dispersedly built to form local grid so as to reduce cost of electricity generation and transmission, it has incomparable advantage as complement of big electricity grid.

Moderate scale, small investment, short construction period, producing result fast make small hydropower plant favorable to stimulate enthusiasm of all circles and beneficial to State, local area, collectivity, enterprise and individuals as well.
